Method

We checked 152 English highway authorities for a published position on cross-pavement EV charging channels. 93 of them have a source on a .gov.uk site: the council's own pages, committee papers or a tender notice. The rest rely on news coverage or supplier pages, or have no published policy we could find, and are marked with lower confidence. Each council was last checked between 23 October 2026 and 3 November 2026. Fees are not compared or ranked: councils publish them in different forms (application fees, totals, prices after grants, supplier prices), so the CSV gives each council's fee in its own words.

Quote

"Hedgevolt started on terraced streets in Swinton, where most people park outside their front door and nobody could say whether they were allowed to charge an electric car there.

Without a driveway, charging at home means running a cable from your house to your car across the pavement, usually through a covered channel set into it. Your local council decides whether you can.

We checked all 152 councils in charge of roads in England. Only 33 of them let residents apply today. In the other 119, the answer is no, not yet, or the council has not said, and we are asking those councils directly.

Anyone without a driveway should be able to find out what their council allows in one place, with where each answer came from and when it was last checked."
